How to change Padstack from project
- Open a project and then selectPCB Layout from EDWinXP-Main
- Select Open part library, then Browse to add components option
,you will get a pop up window
- Select PROJECT LIBRARY and select an IC,here its 4N26. Right click on this, select Edit Part
- Select Edit → Edit Package DIP6/300
- Select Change padstack
option from Library Editor, then Select Padstack 
, a pop up window will appear to select or edit padstack for replacement in package
- Click on Edit or create new padstack and select the hole diameter as per your desire and click on Make option ansd select Accept Selection.
- Select File → Update Package in Part, finally you got the project like this
